You have to make the browser narrow and then when the window compresses, the banner sticks out both sides. I have a screen shot but don't see where I can upload it here. So, look here:

That is a problem with the banner itself and not the theme, you would need to have the width of the banner set to a percentage and not fixed width.
So if you can set the banner to be 90% width it should adjust for you when you shrink the width of the browser. |

I looked in the PostNuke Banner Administration area but there is no setting there. Do you know which file I can edit manually to change the setting for the banner display?
